This could be an airleak after the airflow meter, any let breathe dragged in here isn t seen by the ECU and appropriately not compensated for and can thin the engine out and can then permit the engine to rev going on in imitation of not desired causing scratchy running. As its a mechanical deformity it tends not to twist upon the defect lively and you can sometimes hear a hissing noise with the engine running.

Now, the engine is until the end of time surging to the dwindling where I cannot steer it for panic of damage to the steer train. Any experienced solution?
